At the meeting, Cllr Phil Jordan, the authority's leader, said he knew it was a decision people had been waiting for.
The ward representative for East Cowes, Cllr Karl Love, clapped when Cllr Jordan read out the recommendations.
Cllr Love posted on Facebook "Thank you to everyone who has contributed to, finally arriving at this place which is long over due.
"It is the beginning of the end but will take several years to replace following a legal process."
