One Sandown businessperson said: "I phoned the police about this yesterday and was basically told they wouldn't attend.
"I phoned them a second time and they still didn't come out. The kids look like they are only between 13 and 15 years old."
Two people were later been spotted shouting obscenities and making rude gestures at onlookers, from a hotel balcony, a short time before two Hampshire Constabulary police officers arrived.
The Isle of Wight County Press has asked Hampshire Constabulary for a comment.

Meanwhile, one local woman told the County Press she saw stones from flower pots being thrown at people in the town yesterday (Saturday).
Today's vandalism was in broad daylight and in front of a concerned crowd and it has shocked social media users.
Earlier in the day, in a separate incident, an elderly woman was hit by debris being reportedly thrown off a nearby cliff.
The Ocean Hotel is subject to a tidy up order and has been struck by fire and repeated vandalism since it closed.
Town councillor, Adrian Whittaker says meeting will be held on September 22, to discuss anti social behaviour.
